You could be in the place with the most cars in the country, and as long as the wind blows it somewhere else, you don't have any problem with the gov't. (That doesn't work out for LA, where they are surrounded by mountains, but it seems to work just fine with the smokestacks in the Midwest, much to the chagrin of New England and Canada). Bob
