New brakes at 20K is insane under normal driving conditions. Brakes and rotors at 20K suggests that the quality of the product is not designed for durability. I remember in Car & Driver one of their long term BMW's needed the same treatment after 15K, but that was due to a warped rotor, which can happen if your hot brakes hit a puddle of water and that warps the metal. Your Saab dealer is suggesting that replacing these items at 20K is routine maintenance, but for a car that has a reputation for being quirky, but durable, this is simply not acceptable in my opinion.
