There is a switch that activates the light located under the cover to the parking brake handle. The handle parts get worn and then the switch stays on all the time. I had this happen and rather than putting in new handbrake handle parts I just yanked the disconnect on the switch that activates the light. I suppose you could go to the dash and just pull the bulb too but if you go to the source you might find an easy fix.
