Like Michael says, sounds as if you are only getting basic boost, but I disagree with him saying look at the wastegate first, you should start with the APC system starting with the vacuum lines and the solenoid. These are the usual villains and are easy to test (Michaels links below should help). Basically if you disconnect the solenoid and you notice no difference in boost then the APC or the solenoid is at fault - you will need the links to tell you which.
