I just replaced my 9-3 2001 SE with 17" rims and 45 profile tyres. The overall diameter is now slightly bigger, making the speedo and all other related elements, incorrect. I spoke with my dealer and he informed me that they only need to connect their computer to the car's interface and reprogram the new diameter. According to them, this will correct the speedo, the TCS, etc. I do not know if the same procedure is performed on a 96, but in the worst case, they would need to replace an internal coupling/gear. You should always check with your dealer. BTW, 17" rims with low profile performance tyre looks amazing!
