Chances are that the damages is only to the clear coat, although in severe cases it eats through the clear into the color. Try using 3M swirl mark remover. It is a *very* fine polish used primarily for swirl mark cleaning (scratches from improper washing and waxing). If that doesn't do it, you might need to move to 3M Finesse it II, which is a little more aggressive.
