No, if there is not enough pressure in the system, it will not engage, no cooling fan, nothing. You can fool it into engaging by jumpering the pressure switch, but this is not recommended except to trouble shoot the system to finds out what does not work. Usually, these leak at the manifold hose near the compressor. Look for oil residue. Test to see if the hose will twist on the manifold. If it twists, that is where it probably leaked out. This manifold/hose set is about 200.00 last I checked. Then it is another 150.00 to get it charged with freon. You can convert it, but it will not cool as well. It depends on where you live as to if the conversion would be a good idea or not. The other option is that it is too cold. The A/C will not engage unless the temp is above about 40 degrees F. I do not know where you are and therefore do not know how cold it is there. 'cool down' is not as necessary with the water cooled turbo bearing (all saabs 88+), but is not a bad process anyway.
