Subject: '89 900T runs at idle, but won't run above nopsam rpms and then back off and go up
and down in cyclical fashion. I shut the car off and poked around under the
hood and found nothing to look abnormal. I started it back up and it ran
fine, so I took home.

Last night the same problem happened again, now it won't recover. Before
this happened I did notice a sound in the left front quadrant of the engine
compartment(near the APC box) which sounded like a chattering relay. Is
there a relay in this area which has something to do with the fuel or
ignition system?

I opened up the cover over the fuel pump and it sounded like it was running
smoothly.

Any other idea?
