Maybe, but I've hauled Saab 96's across the country behind a variety of 99's and 900's, with no problems. Somewhere around 1800 lbs from memory. Of course, they *do* have brakes, just not brakes that are actually doing anything at the time. Also, that was flat-towing, so there was effectively zero tongue weight.
