Basically, its usual for an A/C compressor to reduce the power a bit, but in your case it might be a lot worse than it actually should be. It sounds like either your A/C system needs to be refilled (have you ever done that before?) or your compressor is broken. Note that both really have something to do with each other, in fact, the gas in the system has a lubricating function as well, such that when the gas level is kept too low for too much time, it will damage the compressor.
