sounds like you found your culprit. When you checked for voltage at the pump, did you check across the terminals or from the positive terminal yo the chassis. The 10.5V could be due to a relay with a bit of contact resistance or also due to a ground being less than perfect. Once again, this depends on how consistent you were when checking it. If the same ground was used each time, then it is most probably a relay with less than perfect contacts. I'd replace it regardless.
