From saabnet.ru .It was in Moskow,Russia.Problem was exactly like yours.Guy externally cleaned radiators by water under pressure in some service.The problem still exists.So, he went to Saab's service.They took off radiator from the car.There was a coat of something between radiators that you can not see from the hole between them, but enough to cut some quantity of air through second radiator which is for a coolant.
