When you fitted the pads, did you ensure that the pistons were fully retracted (by turning them in)? The calipers have a self adjusting mechanism, which is reset by turning the pistons in. If that's been done, and they're still dragging, it's probably because the cable is over-shortened. Look at the lever which is pulled by the cable - this should be fully released with the handbrake off. -- Grunff
