Your logic sounds good to me. Open the hood and clean out the muck in the bottom of the evaporator. Once the big stuff is cleaned out, make sure the drain hose is clear then hose it out. The hissing is maybe a bad check valve on the vacuum reservoir? Is it a turbo? I'd fix the water problem first and see if the hissing is still there.
