Steel rims are available for most Saabs, even 9-3s, as long as they can use 15" rims. You have a 2002 model, which only came with 16" or 17" rims. Apparently, Saab made a model change in 2002 in the 9-3 so you must be specific with the model year when you search other companies for 16" steel rims, but you seem to be on top of model changes anyway.
