Either the wheel was taken off and put back on off-center (unlikely), or
the tracking was set, but they didn't center it.
You have two ways to fix it - adjust the tracking, or the steering
wheel. If the car tracks nice and straight, then my advice is to leave
the tracking and adjust the wheel - it'll take 10 minutes max.
The wheel is splined onto the shaft, and held on with one big nut. You
can get at this by removing the center emblem, or whatever cover the
wheel has. If your car has airbags, then follow the procedure in the manual.
Once you've removed the nut, you yank the wheel off, and put it on
straight. That's it. Done.
