I had that one once - it turned out to be the wastegate actuator rod on the turbo housing had come off the wastegate. It's under the turbo (so if you're doing it with the engine warm, you'll need to be very careful that you don't burn yourself, or prop the car up safely and work from underneath). The wastegate actuator rod just slips over a pin which is attached to the wastegate, and is held on the pin by a "R" clip. the clip wears out and falls off. Then the actuator rod slips off, and there is nothing preventing the wastegate from flapping open at the slightest pressure, and all your turbo boost goes straight through the wastegate into the exhaust. The boost needle never gets past the junction between the orange and the white sectors because that corresponds to (roughly) atmouspheric pressure, and once the turbo is boosting at or just above atmouspheric pressure the wastegate (if not held shut by the actuator rod) will just blow open. It's easy to check because you can see (or feel) the end of the rod flapping about and not attached to anything.
