This sounds like the mounting for the reel is mis-aligned or bent in some way Take the car back to the dealer and get them to carefully check that the real is correctly aligned , they might want to compare your car to another new or second hand vehicle I am surprised they didn't cure this first time and would suspect that the old belts they removed were not defective at all.
