You may have already checked these things, but just in case, did you unplu the leads going to the switch and short them together to see if the fans themselves are ok or that there isn't some other problem (bad wiring somewhere, blown fuse, etc)? And is your coolant at the proper level? With the switch at the top of the radiator, a low coolant level might leave your sensor hanging in the air rather than in the coolant and not working correctly.
