Can't you just say that you have the stamp for 35,000, so the belt must have been changed? Why assume that the required work wasn't done (even though it might not have been) when you have documentation that leads you to be able to claim that the belt failed after 16k miles? If the defunct dealer is as underhanded as you are suggesting, they should have even filed a warranty claim for payment from Saab for this work, so there should be additional documentation to "substantiate" that the work was done. Just a thought.
