Sounds to me like you're falling foul of condensation in the ignition parts. Any stalling? Is the "cold" weather also foggy? The only time any Saab of mine has failed is in foggy weather, but I did find that (my) Saabs actually like colder weather. Is there a whirring/chattering noise from the engine bay just before the power comes back? I'm thinking it might be to do with poor oil pressure that is becoming noticeable in colder weather. What grade of oil do you use? All that said, it might be to do with the cold start valve. Try blowing some water dispersing spray around the sparks, HTs and dizzy cap for a start. Try a different garage because there's nothing that people in the know cannot fix ... people who don't know tell you "it can't" - I should know, I work in computer support :) You mention that if you let the car idle, the problem is lesser. Do you mean "warm up" before setting off from a cold start, or idling at traffic lights for longer before moving away? Warming up in cold weather is a good idea, just to let the oil start to circulate properly around the engine, but not for too long.
