Just sending a Swedish ECU to the US may not work as Saab part numbers for the ECU software is different in US/CA and EU. Most likely you have to find a tuner that has done their modifications to the US/CA version. A tuner who knows what they are doing should be able to do this if they have access to a US/CA ECU. Note that the 1999 2.3L engine is not the same as the later engines. When the Aero was introduced Saab made several changes to the 2.3L base engine like stronger connecting rods, oil cooled pistons and new exhaust valves. The manual gearbox was also modified for all engines and the Aero got a stronger clutch. My 9-5 is also a 1999 2.3L and I had Saab rebuild the gearbox to Aero/Viggen status (for free) and replaced the suspension parts with Aero parts. BSR then upgraded the ECU software to about 230hp.
