It sounds like you are getting water in your locks. Two steps - stop the water from getting in and then dry out the lock with compressed air and maybe some alcohol. The aerospace and military uses some high-tech cleaner lubricants. Try one of those - once you get the lock dried out. As for keeping the water out of the lock, I have seen some rubber covers that snap over the door locks.
