Probably centrifugal forces. Those disk surfaces will roughen slowly as the mechanism ages, or the balls will. Or they were never perfectly smooth. Either way, spinning the disk connected to the belt reel will move the balls, flinging them outwards, so causing at least a semi-lockup. Keep in mind that I said I was citing an old memory of something that may well have changed. -- Andrew Stephenson
