More if you buy your tobacco whilst visiting another EU country (because the duty paid in that country is considered legit for another EU country and they can't charge you anything to import). And there is no limit to what you can bring back for a reasonable personal import, unless they suspect you of selling it without a tobacco license, or paying tax and further (apparently illegal) duty. You can save more money if you fill up with fuel whilst there, because fuel prices are considerabley cheaper particulalry in France and Belgium thanks to lower tax for that too, for the return journey. I have friends who (officially illegally) bring some back for me whenever they make a trip over.
