Adjusting the wastegate to lower top pressure is fine. The ECU will cope with this kind of change. Turning it the other way to prevent wasting and thus hold boost is a debateable issue. On the classic 900s, shortening the rod would allow increased pressure and lengthening the rod decrease the pressure required to open the gate fully. This would be done as a matter of course if the overboost protection kicked in. Two complete turns of the rod equate to about .5 PSI, so you can see that you don't have to be exact with the measurements. Just make an alteration and test the car for feel. You can then make subsequent alterations is you were too cautious the first time. I can't be specific about the 9-5, but the actual mechanical end of the turbo system should be very similar.
