I would guess that there is a fault with the cold air control flap, either the motor, wiring, ACC control panel, or the flap itself. As to an inexpensive solution, it depends on what's wrong. One thing to do would be to pull out the ACC/Radio and see if you can see the flap moving/ pull out the motor + see if that's working.
