I recently bought a 2003 9-3 Convertible, and I've noticed the same thing, on both sides. I used to have a new Beetle with heated seats, and it was nice constant heat as well (with a "thermostat" setting of 1 - 5 instead of just on and off). Not sure why, but I'll ask at the 30 day checkup.
