Another device to take a look at is the pressure sensor. My car, a 900T8 '87, didn't get pass base boost. It turned out that the pressure sensor was faulty. As pressure rose, the resistence of the sensor was bouncing up and down, fooling the APC unit to think pressure was way over max boost.
