One of the things to check is if the flap arm has broken. Apparently this is very common, because Saab makes a kit to fix this. Unfortunately, I can't find the part number. When this breaks, the diagnostic codes will read OK, as yours did, and the motor will still work properly. The only way you cant tell is by looking way down in the middle behind the false bulkhead. If you have a small enough arm, you can reach down and move the part of the flap arm still sticking out to turn off the heat. The repair kit is a metal piece that fits over the broken off stub of the flap arm that provides a new (and metal) part to attach the control wire. The kit also comes with a limiter that you install at the flap motor to limit its travel (since overrange travel is what caused the flap arm to break in the first place.) I hope this helps.
