The speed limiter in the 9-5 is set to 240km/h, except for the Aero where it is set to 250km/h. The speed limiter is certainly limiting speed as chip tuners move it, e.g. the limiter in my 9-5 has been moved to 280km/h. 280km/h is also close to rev. limit at highest gear.
