You'll have to take the entire side panel off, as I think the top cover for the seatbelt is held on with clips/screws that you get at from 'behind' the side panel. As for removing the side panel, there's a torx 30 screw in the front edge by the door with a plastic cover over it. Pull out the rear seat base, there are two twist clips on the bottom (Turn 90 degrees + pull out) Then drop the rear seat back down, there is another torx 30 screw on the rear edge towards the top, and another twist clip further down. Once all the clips/screws are out, pull the bottom away from the car, slightly and pull the panel up. It's a bit fiddly, but not too bad.
