With the pipe off, you will have maximum boost, try going for a drive, and seeing if you can get any boost. If not you have a duff turbo. If you do have boost, you have a problem with the control curcuit somewhere. Report back when you have tried it!!!! NOTE!!!!!!!!!!!!!!! BE VERY CAREFULL WHEN DRIVING WITH THE PIPE OFF. You can cause serious engine damage if you allow it to overboost too much, remember in that state the only control you have over the boost is your right foot.
