Also, to keep the factories running at a given rate - the dealers are used to "warehouse" cars. They get paid for this as well (2-3% of the car price). I think this allows for deeper discounts on automobiles as well - so it is a win-win not just a sign of weakness. Plus if the dealer has the car you want in the lot ready to go - what's the harm in that?
