A common cause (it has happened to me with two different cars) is that the clip that holds the rod from the diaphram control to the wastegate lever has rusted away and fallen off. With the engine cold just feel below the turbo unit and see if the wastegate lever is free to swing back and forth. The end of the rod from the control diaphram slips over a small rod at the end of the wastegate lever. There is a detent in the small rod that the spring clip sits in. The official Saab clip is ridiculously priced. I think if you bought a variety of small E clips at Home Depot or Lowes you could find one that would work just as well. It may be possible to install the clip by feel from above (especially if you have done it befor) but it is simple to do from below with needle nose pliers. Good luck, R.
