Top half of the US gets harsh winters, lots of snow and ice, tons of salt dumped on the roads. Exhaust systems have short life spans. Car bottoms and side rails rust quickly. In the bottom half and far west, no snow at all. Little to no rust, although you will get rust in the coastal areas. Where I used to live, in Washington, D.C., it was on the border and got a lot of freeze-thaw cycles, which not only was an ideal condition for rust but also created car-eating potholes that scraped up the bottom of the car and gave rust lots of places to start.
