Subject: Canada to US speedometer conversion

I have a 1996 Saab 900S Turbo that was built for the Canadian market with a KMH speedometer. As I understand it, in order to have it approved by U.S. Customs, i will have to replace the KMH speedometer with a MPH speedometer (and i dont believe stickers will do the job). The local dealer (Zumbach in NYC) says the part costs about $700, and i dont know what the labor will run. Local Saab specialists appear unable to help -- they refer me to the dealer. Same with the spare parts dealers advertised on the web. Anyone with any suggestions or experience with this? I would love to find a used part that a non-dealer could install. Or even a good argument for customs that i dont need to do this. Thanks
