Subject: brake pedal goes to floor & I'm getting a click near the radiator

My wife complained today of her 89 900T having the brake pedal go to the floor on her, and she subsequently pumped the pedal and got the brakes back. I checked it when I got home from work, finding the fluid reservoir full, no fluid beneath the car, and a click on a distribution valve of some sort mounted above the radiator each time I pump the brake pedal. It's a little can about 1.5 - 2 inches in diameter with an electrical connection on top and three hoses running from it, one to the air intake, and two others to somewhere beneath the distributor on the engine. Can someone advise what this item is and what it may have to do with the brake problem I described? Also any advice on what to check further regarding the pedal going to the floor like that, then after the pumping up, returning to normal allowing her to (carefully) drive it home? Thanx.........
