The job of the wheel screws are to hold the rim so tight against the hub so that the friction between the rim and hub will prevent the wheel from rotating relative to the hub. If this surface is lubricated then the rim and hub will act like the two blades of a scissors and will try to cut of the wheel screws. The surface between the rim and hub should be clean and dry.
