This assumes that the belt itself isn't twisted on the spool and that there aren't any foreign objects in the spool and/or housing (I have little kids - they love secreting things back there - you'd be amazed where you can hide lego in the rear of a SAAB).. As to how to fix it - if you can find a scraper with the same column panel colour at a wrecker - pull the whole panel with belt and replace with used working items (panel - belt and spool). Make sure it works as you don't know if the one at a scraper is any better and you want a working tensioner in case something goes horribly wrong.. I suggest replacement though (new or used) as I've yet to see a seat belt taken apart and and put together again so as to tighten up properly after the fact.. Maybe my bad luck - but that's the facts so far here..
