If you are saying that you can leave the "parking lights" on accidentally and run down the battery, this is true. The reason for this design is so that you can leave those lights on with the vehicle parked in an awkward position somewhere. I've often thought that there should be some sort of warning buzzer when opening the door and leaving these on since you can easily do it by mistake. As to your question on using the fogs: You can have a dealer reprogram the computer so that you can put the fogs on or off at any time. This won't stop you from leaving the parking lights on but it will let you use the fogs with the headlights, which might give you the same effect.
