They know law abiding civilians in Washington D.C. can't own a gun, so guess who they target. The criminals in England know you can't carry a concealed hangun - so it makes their "job" easier. Yes, I called it a "job" because that is what a politically apppointed chief of police said. In a meeting with angry citizens, complaining about the lack of police support, he responded by saying you can't hurt or kill a criminal because they are doing a "job". I guess this is the attitude in England.
