Had exactly the same problem. I am not sure exactly how the emergy lever hooks the rear caliper and pushes it forward but I assumed that the piston was too far back for it to get "grabbed" by the emerg lever. I noticed that my aftermarket pads and rotors were slightly thicker than the originals "which is why I had to pull the caliper back to the max to get them on. After a couple of weeks 'break in" the emergy break magically hooked in and has been 100% for the past year. My guess is that they needed a little wear to get the caliper far enough out for the emerg brake lever to lock in!!
