This is for the purpose of cleaning (by vaporizing) off any crud that got on the wire in the course of driving. The Bentley manual specifies exactly how many seconds after the car is turned off this occurs (I remember it being less than 10 seconds), and also exactly how hot the wire gets (which I remember being amazingly hot).
