I had the same problem with my car (also a 1999 9-3SE). The dealer told me the remote was dead despite a new battery. I took it apart, cleaned the contacts with fine emery cloth and it worked. The battery sits on a gold-coloured plate which is the ?negative contact, and once I'd broken the 'glaze' on this it was fine. Luckily, the dealer has also paid for a new remote key, so I'll have 2 beepers when that arrives!
