Found it! As you say, behind a small black panel at the back of the passenger footwell. Also solved the problem - I noticed it plugs into a connector and unplugging and replugging cured it. Actually, I also removed the glovebox a while back to fiddle with the phone wiring and I'm guessing I might have dislodged the connector at that time enough for it to eventually work loose.
