Also, check all your vac lines (lots of them). Check your Overboost cutoff switch (down below the left hand speaker grill) if it hisses, the diaphram in it is leaking and giving a false reading. i disconnected mine. It fixed the base boost, but I didn't mess with standard boost after that. Also, check your brake and clutch pedal switches for the cruise system and brake light switch on some 900s. If they are making any kind of contact they can make the APC think it should only provide base. you wouldn't accidently want full boost, while braking on cruise would you. Also, if the cruise is switched on, you only get base boost too. Make sure the cruise switch is set to off.
