Subject: 2000 Saab 9-3 drivers power window trouble question

It works down fine, but when down any amount at all, it will not run up until she (wife's car) shuts the engine off and turns it back on. Then it goes up fine. It was intermittent, now all the time. Dealer suggested a circuit breaker may be overheating and tripping, and shutting car off and restarting resets it, indicating motor is requiruing too much power (going bad). This makes no sense, as it will occur if you run it down just an inch - it won't go back up, but if all the way down and the car shut off and immediately restarted, the window goes up fine (it should take more power up than down if it's tripping a circuit breaker, right?? I'm baffled, any suggestions out there?
