Your'e not going to see any real boost if you are just revving its poor arsehole out in your backyard. It needs to have a realistic load so that you can open the throttle and pump a decent load of air through the engine. Just revving it in neutral doesn't require much air even to redline it. Suggest putting the handbrake on really hard or park up against a tree stump, (wifes car etc), bring it up to 2,500RPM ... 3000RPM and slip the clutch. The boost gauge should move nicely positive.
