Mike Lynch question on SAAB CPO

Mike I have enjoyed this web site ever since buying my first SAAB in 2004. I am looking at a 2005 9-2x for my teenager. A local SAAB dealer has a linear (in service date 1/2005) with 33K miles but will not CPO car. They state that it is too expensive for them and do not CPO and used SAAB but use the GMPP. I am not familiar with the GMPP but have been very pleased with my CPO 9-5 and wanted to purchase this SAAB as CPO. What gives a dealer the right to not use the OEM extended warrantee? Also how good is this GMPP? Thanks for your thoughts.
